I spawned 20 Dragons using the Console. Only the Guards seem to care.

The first time I ever went to Windhelm it was attacked by two dragons... a frost dragon and a blood dragon.

@TheThreeHeadedDragon Apparently dragons can actually attack Solitude normally, In my real game I never saw this but I watched it happen at my friends place on his game haha

You should do something like this and then end it with Alduin's Storm Call.
