As part of a large donation we got a box of machine parts. Because I like puzzles I sat and figured them out over lunch one day and put the machine together. At first we thought it was a small drill press but because of some design anomalies I *think* it's a Pearling Machine. I could be completely wrong, but it seems to work great for it, and until someone proves otherwise, that's what I'm calling it.
They do it to the doors at firetrucks aswell, shiny, but the scratches doesn't show.

What you have there is very similar to the Covington Automatic Gem Drill. It's used for drilling holes in beads, and since it probably could be used for pearls....

I'm not shore this is exactly what this used for
i once worked at a water pump assembly line and they used tools simuler to this. but the on off was activated by foot instead of content
to speed assemble, its possibly what it was made for. then again i could be wrong. but that's what the company i worked for used the machine simuler to this for
