The low/high rate is not complete; when it is complete, you will be able to choose low or high rate at character creation, and it will lock your character into that game mode from then on, but you will be able to play the same server (just different channels) from those people who are playing a different rate.

Low rates come in a bit, still being perfected. The good JQers are all on Rydah. There are no occupations.
