actually it's the "Bundesadler" which means eagle of the federation -> FEDARAL republic of germany :)

The symbol in the middle of your flag is the "Reichsadler" . It's the Eagle of the "Reich" (like 3rd Reich). Its meaning belongs to the romans, they had it for their executive and legislative powers (the might regulation of the state was showad as an eagle). Sorry for mistakes, it's hard to explain.
