Billy dreams of marrying George W. Bush but most folks seem to think that marriage is a right exclusive to heterosexuals. Billy knows better. Referencing McCarthy-era propaganda films, Billy cleverly questions current anti-gay marriage rhetoric with humour and style.

neither. it's mimicking the way people spoke in anti-communist videos from the 30s to the 40s (which this video is based on). It's kinda American/Canadian with a slight British twist. I guess the idea for the anti-communist videos was that this kind of pronounciation was more authoritarian.
