Unprecedented cases included 11 current & former LEGCO members in respect of "Conspiracy to establish a mean of telecommunications without a licence (串謀無牌設置電訊設施)", "Delivering messages for transmission by unlicensed means of telecommunications (藉未領牌的電訊設施發送訊息)".
