It/s W O Mitchell, my fellow Canadian and he wrote a great book called Who Has Seen The Wind. About a Saskatchewan boy growing up in the prairies. Great book, song was not bad but not great.

I would think this nice poem deserves a better melody. It reminds me of the guards of the castle of the wicked witch of the west.
