Indoctrination is essentially infusing a person with beliefs of a group, which unfortunately tends to be not truth. This way the person's understanding is fragmented enough to go along with whatever he is told. A leader could lead with truth or good guidance, but most leaders realize that they have to bugger the truth and keep secrets to maintain their position in a hierarchy of liars. The never speak of that reality.
