This dog needs to be shaved down and brushed from then on to maintain a healthy coat. Bathing the dog with any mats is just going to double the mat size. I'm a dog groomer and when dogs come in like this or even worse they leave with sores from the releasing of the matting, some dogs I've shaved couldn't even correctly walk because a leg was matted to it's side. It's no fun for dogs! Him rubbing his eyes that much could be a sign that there is something wrong.
