There are variations within Hapkido between different schools, but this really does look like people in TKD uniforms doing TKD versions of Hapkido kicking drills. It isn't unheard of for some TKD instructors to do that, because of the 'gangster' cachet of Hapkido. A Hapkido instructor I knew, would invite TKD folks doing those low spin kicks on one knee like that, to go outdoors and try doing them on the concrete.
For Hapkido, the spin is done on the sole of the foot/shoe.
