Hammer means to hit the string on the downstroke with the back of your fingernail. Claw hammer, means to make your hand into the shape of a claw and hammer down on the string with the back of one of your finger nails.
Depends on who you ask. For me claw hammer is better because I could never master both. I figure if you can play both, then you have the ability to switch it up, which would be awesome, except for having to shed those picks between licks.. haha
