@jimmeecrazee 1. Because the promos were produced by USA Networks for the series and WB would have to purchase them for resale through DVD distribution.
2. WB didn't really much care about the show after it's first few seasons. The advertising budget was mostly paid for and established by USA who heavily promoted the show in it's first few seasons (which is also why the show did so well). When USA started easing on the advertising WB didn't feel like picking up the slack.
