Huh? He's clearly reading a prepared speech. What does it matter whether the speech is on a piece of paper or if it's on a teleprompter (or, in Sarah Palin's case, on your hand).

What Reagan said was completey unheard of before. No-one would have said it in the Carter admin. His willingness to challenge socialism is why America and the West won the Cold War.

I will let 49 states that voted for him be the judge. Anyone who dislikes him is likely taking a govt handout anyway.
