The water bleached the stone around the dam when it rose to the highest level ever measured, then receded. It happened back in the 1980s. This was according to the Hoover Dam tour guide we paid for, so I hope it's trustworthy info.

meh, now you can view the bridge, 99.9998% of Arizona/Nevada will still give you your 'view'.
