Baking soda and vinegar makes carbon dioxide, and when you put the candle in the bowl it deprives the flame of oxygen, which it needs to be able to burn.

-_- haha what do people learn in school now? vinegar and baking soda react to form carbon dioxide, carbon dioxide is heavier than oxygen so it sits in the bowl above the remaining vinegar, to prove this do the same thing in a pouring jug and "pour the air into another bowl, the candle will still go out.
