We change our behavior when we are around different people. Some people make us more lively, others make us quiet and timid. But why do we not change our behavior for the One who is always watching us? The One who created us and was with us every step of the way.

@zaMir1 He is not implying that all workers slack off when the manager is not around. He is talking about those that do. Those that don't start chattering away do not even need to be bothered, so it doesn't matter to them if they are under surveillance or not.
Of course all people are capable of good without being under surveillance but there are few who 'are' not good when there is no authority. Case in point, the riots in England, countless riots in Pakistan and all over the world.
