Roman Signer built a pool and filled it with water. The action you see on the film is how he mix the water with the blue color. The huge paper roll was a product of the factory before they closed. It was a paper factory witch produces toilet paper. The huge roll in the pool should suck the pool water and get blue. It's a long-term project and the process is still going on.
