'One man's terrorist is another man's freedom fighter'. - By and large, it depends upon whom you as an observer, consider to be legitimately/illegitimately comitting violence. Essentially it boils down to individual perspective. In an organization such as the United Nations, which has delegates representing the views every country in the world. No wonder they can't find a coherent universal defintion.
