At the time of my first post that piece of legislation was not included in the portion of the bill that had passed. It is now a part of the bill via the final measure that was approved (220 vs 207) on March 25th 2010.
The fine is a little over $600 or 2.5%, whichever is greater.
Consider that right now roughly $1000 of most American familys State taxes go to paying for ER treatment of uninsured people. Now 95% of all people will have access to family doctors, which means less ER abusers.

The final draft of the bill does not contain penalty or files for not having the coverage. So... this is moot.
