@splicer1508 Because the Orbital Drop Shock Troopers were the best of the best, top of the line soldiers before any Spartan was ever birthed. When the spartans came along conflict between the two classes erupted. ODST's were then on known as second. So they try to prove themselves to the UNSC ONI. Play halo reach mission with the "Bull Frogs" ODST group, one will surely say, "Can you keep up SPARTAN?" .

@splicer1508 ODSTs were seen as the badasses of the UNSC and were seen as the "go-to guys for difficult missions", but then when the Spartans were created, the ODSTs took the back seat and the Spartans did all the important missions.
