Obama Stimulus Emergency Giggles

Isn't it funny that there was such an emergency to get this legislation passed, that we the people never got a chance to see what we would be paying for, before it was voted on, and Congress never had a chance to read it before they cast their vote, yet signing it into law can wait 3 days? Does that mean if you are bleeding to death the emergency is over once you call the ambulance?
