It's kinda useful imo, since you don't have to worry changing it from Lakitu perspective every time... To activate it, just go into the Gameshark menu, right click on the white field and paste the code from the readme file. Done ;)

Just so you know, all that camera code does (as far as I can tell) is lock the camera in the R+C-down position, making it so holding R changes the camera to Mario mode (only while R is held), and pressing C-up goes directly to look-around view.
