It is less expensive to save jobs than to create new business. Obama saved the American Automotive and Financial industries with TARP (not to mention over 8-millions jobs). Furthermore, the U.S. will likely see profitable returns from the project, and theTeaParty slammed him for it.
The TeaParty then procedes to push their pet project for costly and out-dated energy to create a mere 10,000 jobs (for which many american workers have been deemed "unqualified").
We can not continue to use coal/oil for decades to come. It's cheaper to invest in nega-watts and renewables right now. Turbines and PV arrays can be deployed right now. We should not consider destroying our planet by "exploiting" the oilsands. The EROEI of the oil sands is very low and highly polluting. To quote an industry exec. it's a hell of a way to convert gold to lead (natural gas into oil - our cleanest carbon fuel to one of our dirtiest).
"Oil sands or tar sands? The oil sands contain a type of heavy oil called bitumen – oil similar in consistency to tar but chemically very different. Tar is a man-made substance produced from organic material, usually coal."
.....source....Wikipedia. They are called Oil Sands not Tar Sands.

Is environmentalism a luxury consumption good? If it is, does it not then need excess capital in order to sustain it?

Keystone will be approved. We all know this and once the politicians stop playing towards the end of the year, it will be made known to all.
