looks almost like feeds are getting crossed in both frames maybe (what Hendrix92 said)... but who knows. I do remember several years ago in one of the studios during a broadcast (not sure what station) an actual pulsating orb came through the back drop and floated across the stage - of course this could have just been from wiring but one never knows. Probably on here somewhere.

interesting. My first thought is an "electronic ghost" signal caused by poor aerial reception, but the ghost doesn't have the same head movements as the news reporter. Maybe it is an electronic ghost caused by the station's equipment, but also with a time delay. But when you look at the ghost, the shading of the face is different than the newsman's face.
