It's the Reiryoku (Spirit Power) Gauge, used for shunpo (or in Kon's case face sliding) and Reinforce attacks. Notice when it gets used up, or in my other vids with the other characters' RF attacks.

Like the sprites or the character or what? The sprites I ripped from the rom myself, sound I ripped from my copy of the game (just hooked it to my mic jack), and the Mugen character... I made... o_x
