well the Japanese love speed, they are very polite people in person but put them behind the wheel and it's hell bent for leather. I spend a lot of time in Japan.
They are however very skillful drivers. Many streets are very narrow, there's no sidewalks so you walk very close to traffic. I've had cars zip by me and hit my pants leg but was never hurt.
