    if reverse in a tractor there is almost zero grip. next time you have the opportunity to drive a tractor, try reversing up a hill

    I think torque is the relevant concept here. Horsepower is a measure of output expressed continuously over time while torque is an instantaneous measure. Tractive Effort is also an instantaneous measure. A prime mover can have high torque and high tractive effort but low horse power. (I think I've got that right, but I'm not 100%)
