Many of my clients complain that either "Very few people participate in my meetings" of "A few people try to dominate my meetings."

My suggestion - Cast - assign - each person that you invite to your meeting to perform a specific role. See how I detail the roles and responsibilities for these roles: Leader, Facilitator, Recorder, Timekeeper, Parking Lot Manager, Subject Matter Experts, Stakeholders, Devil's Advocate.
