To generate a Julia Set animation like this all you need to do is gradually change the Julia "seed" value from one frame to the next of the render of a Julia Set fractal - in this case just plain "z^2+c" where the value of "c" gradually changes.
You could use almost any fractal software to do this but I think it's easiest in the animation edition of Ultra Fractal.
