reason this is so bad is that parliament station is the last on the city loop (except for flagstaff), so there are already people on every train from at least flinders street and usually melbourne central and spencer as well.

It's the fault of the government.
Connex can't decide how many services they run.

connex does decide - it is in fact a safety issue hence out out of service trains- signal failures etc.
