Mayor Gavin Newsom, Implement a health plan in San Francisco that would act as a public option. Make it only available to people living San Francisco, make it provide a minimum standard of health care and not exclusive to people with preexisting conditions but mandatory for people without insurance making more than the average income in San Francisco.
