I'm not sure how useful this would be, but I had an idea years ago for a NOS system that might work here also. Instead of trying to vary one valve, use several valves in parallel each with a different size orifice. You could then use a sort of binary switch. Eight of them would give 255 different settings above zero. Using your variable bypass would also work well with this I think; put the 8 (or more or less) valves with their respective orifices in parallel on the return line.
