    No it is not. A M16 will penetrate nearly all soft armour because soft armour is generally rated to NIJ Level IIIA at the most which does not protect against high velocity rifle ammo, for body armour to stop high velocity rounds you need to use a rifle plate which will be rated at Level III or IV

    I hate to break it to you, BUT... 7.62x39 fires a round that weighs around 120 gr at 2,4000 FPS, and is known to have good stopping power. 5.56x45mm NATO fires a round that weighs around 70 gr. and travels at 3,200 FPS, and is said to have somewhat poor stopping power.

    4.6x30 fires a 23 gr round at 2,300 FPS.

    What do you think that's going to do?

    Dare to compare with Russian 9x19 overpressure from a PP-2000 with 70 gr at 2,000 FPS, or 5.45x39 from an AKS-74U for 70 gr at 2,600 FPS.

    Shaving the bullet down to reduce weight and add more gunpowder to the casing makes for a very high velocity round. .223 and 7.65 X 39mm are devastating at 3,600 ft per sec. What do you think a 4.6mm armor piercing round traveling at about 4,700 ft per second's going to do??

    The AK was designed back in 1947.... the M16 is as old as that. The point is they work, but they're old. Today, you're going to need a weapon that is custom tailored to the combat situation you're in.

    Ammo manufacturers make armor piercing rounds in all calibers, including 9mm. And they work. The downside with the AK and M4 is their size, weight, and the caliber. It takes more metal to make ammo for each rifle and reduces the amount of ammo a soldier can carry at any one time.
