Huge disclaimer: Don't watch this. I completely mean that. This segment shouldn't have been made at all. I only really provide this video for the sake of continuity.
If you do decide to watch this, despite the warning, this is the visit where I manipulate a POW Plus. Let me go over some details before I ramble any more:
1. Like I mentioned earlier, my own stupidity caused this visit. There was a POW Plus in one of the chests after completing Map 14, but I overlooked it. There was also one hidden in the sand of Map 25, but I didn't get that either.
2. Depending on how many times you have entered a place with random chests, different chests will be available to open.
3.The chest I open only contains an item on the third, seventh, ninth, and tenth visit to the first floor.
4. That chest is the only one on the first floor that can have a POW Plus inside. The only other chest in Morse Tower that can have it is on the fourth floor.
5. Each chest contains six possible items. The POW Plus is a 1% chance.
6. Restarting the map will not change the item you receive from the chest.
7. The RNG is completely dumb. The only way I could reliably change the RNG in order to change the chest contents was to save the game (thanks, Pegasus Knight). No joke.
8. I started counting attempts after a while, and what you see here is attempt 216. And that's just after I started counting! Seriously, I probably put in at least 25+ before I started keeping track.
9. I continued up the tower because I wanted to look for Glaice Mummies for Loffaru. Mistakes come in pairs!
That should explain everything you need to know about this awful video. Other than that, I apologize for producing this garbage. :(

Pegasus Knight has a great page about random items (including Morse Tower). From what I can tell, you need to be entering the first floor of the place for the 1st, 5th, or 9th time.
On each of those times, the bottom right chest will have an item in it. The Dragon Flute is a 1% chance from that chest.
Check the video description for how to change the RNG until you get what you want (point 7 in particular). Good luck.
