yeah. i think this one is "real", although it may have been posted by this user by someone else who edited down the actual file. Or, more probably, this "snippet" was extracted from the original Strongbad Email "Strongbad Techno" which itself only used about 40seconds of the actual song file that was posted up on the homestar site to accompany the email.
