I DIDN'T USE V.A.T.S BECAUSE IT'S HARD TO AIM, I USED IT BECAUSE V.A.T.S IS FUN!
If you want manual shooting (w/out V.A.T.S) go to 2:03 I shoot normally..

go to start menu, click my documents (or documents idk which it is on ur computer but on mine its my documents), go to my games, click fallout 3, and go into fallout.ini and look for usenewterrainsystem and itll say something like usenewterrainsystem = 1, change the 1 to a 0, then save and close, then go to falloutprefs.ini and do the same, lol and thats how u do it if u dont wna download anything, thumbs up this if it helps :D (got me like 15 fps lol and i use gma 4500m)
