I'll say this one thing.....if I knew you were recovering my collateral like this you'd be out of a job. You were in what looked to be a shoping center parking lot so grab your balls and do this job the right way, pop the door, jigle the ignition, straighten the tires, wrap the seat belt and bounce. Go back to parking enforcement you give us a bad rep.

it was 99 when they stopped locking and the new rams dont lock anymore neither but thats ok wedge and hook and pull that seat forward and loop the seatbelt around the steering wheel and move the seat back your good too go

honestly i dont think the year matters...some just lock and others dont. i picked a 06 liberty base model and the steering wheel locked. a few hours later i picked up a 07 liberty a nicer edition and the dam thing turned.

Oh, yeah... my friend has a 99 and it locks. So, I believe it was 2000 or 2001...

Or, unlock the door... and turn the wheel straight, then tie it off with the seatbelt.

Thanks for the comments. This was a 2007 Chevrolet Silverado and the steering wheel will not lock, however, I pulled a 1998 Chevrolet Silverado a few days later and that steering wheel did lock. Not sure what year they stopped making the ones that does not lock.
