Murcia architecture museum

It's an architecture museum proposal for the city of Murcia, Spain. This museum is for the whole world. It will archive drawings, images, architectural fragments, models and so forth for the scholarly use. The nature of the museum is "ever growing" as time goes and as collection increases. It has public spaces at the ground level. The whole 3D Grid and its footprint has relation to "CharBagh" and "Tartan" grid".

Great stuff. I want to ask about who is the promoter of the competition, what were the works presented to the competition and who was the author of the winning project. As for his spectacular proposal, could you tell me that would be constructed materials (concrete, steel ...) and what the dimensions and construction budget.
