@OfficialUSPostage Well seeing the fact that he was a protestant minister, and the fact that after people were alarmed at his essay (not realizing the satire) he had to explain his persona, I think it's safe to assume that he was not being serious

It's actually deeper than that, they were not just poor, they were poor and Irish. The Irish got so much bullshit and flak from the Brits during the old times it's not funny. Some people even saw the Irish as subhuman and proceeded to treat them as so as well.
It's creepy but it's based on Jonathan Swift's A Modest Proposal, it was meant to shock and horrify the rich into helping the poor by presenting a plan to cook and eat the children of the poor so the poor could make some money. He challenged the rich by asking if they could come up with a better plan.
