It's a federal Q grill. They use the EQ2B for noise restrictions I assume, and the grill is just for looks. Chicago FD has the same thing going on with their EQ2Bs.

about 2 blocks north of bloor between yonge and bay. Its on yorkville ave which runs west off of yonge.
