It isn't OIL..... it's a device known variously as
"spikestrips" or "stopsticks" or "stinger".
It's a folding device that when extended presents a series of spikes to puncture the tyres and allow them to deflate slowly without causing a vehicle to lose control.
The vehicle that crashed probably saw the stingers at the last second, and swerved to aviod them and then hit the police car.
