10.1.2008- Apparently, the bicycle lobby must have paid their politician, because there is a section of the Financial bailout, currently under wide debate, that gives benefits to bicycle commuters. Scary to think what other, more dangerous, things might lurk in dark caverns of this bailout.
A better example to show people would have been Holland, or Denmark. These are places where average incomes are higher then in the USA, and many people ride a bike. Your govt should be encouraging cycling as transport. It reduces obesity, helps with reducing oil dependency, helps the environment, and if done right, reduces traffic congestion. It saves government more then it costs. Low density urban sprawl and car dependency, are not things to be proud of.

Most of what you showed in the rain was motorcycles not bicycles. India doesn't have the infrastructure to support cars, "3rd world" in areas. sometimes 200k per year to park car there.
Bicycle advocates have been trying to get this passed for some time to help encourage additional bicycle commuters, which influences better infrastructure in terms of lanes and dedicated paths. Reduced oil consumption, congestion, fatness (Rush?). And bus/carpooling gets tax incentives now, why not bikes?
