Emery cloth soaked in kerosene is the best way. I had a friend who works at the Swedish National Heritage Board that restores and preserves historical materials.
He took a tine to the experts there, who replied that the correct and most gentle way to clean a tine is by using emery cloth soaked in kerosene.
Emery cloth works great also. I had some rusty tuning and tonebar support springs that had some rust on them. That commercial liquid -CLR- works great to rid the springs of rust. I poured a little into a plastic butter tub and put the springs in over night. Nest day a little brushing with a an old stiff toothbrush got rid of the rust. IMPORTANT!!! Use vinyl gloves to protect your hands.

can you clean the tines with the scotch brite if you just leave them on the harp, lifted up, but still intact?
