@deathmonkey6123098 Well, this was Richard Hunt's first time performing Janice (this Vet's Hospital sketch is from the debut episode of The Muppet Show's second season) and he wasn't sure about how to perform her, so he tried emulating the voice she had previously in the first season (where she was performed by Eren Ozker).
After this episode, Hunt decided to make the character his own, giving her the valley girl voice, attitude and dialect ("Fer sure", etc. ) that we now associate with her.
