"Emergency Action Messages" (EAMs), are operational instructions to the United States nuclear forces. This is the method in the days of Doctor Strangelove and Fail-Safe, whereby the "GO" code was given.
Andrews AFB is outside of Washington DC.
I've also heard EAM's from Offutt AFB, in Nebraska.
Monitored on a Drake R-4B receiver, modified with shortwave band crystals.

@mkrubsack ALE chooses the frequency. The reverb is caused by every equipped AFB retransmitting it asynchronously with each other.

(from wiki) An Emergency Action Message (EAM) is a pre-formatted message that directs nuclear-capable forces to execute an attack in a nuclear war.
In the United States, the EAM will be issued from the Pentagon, an Airbone Command Post, or an alternate Strategic Command Location. The EAM is then relayed to ballistic missile submarines, nuclear bombers, and land based nuclear delivery forces.

@bloggerrick It does sound like that, but no, no reverb. They use a technique called Automatic Link Establishment, or ALE. Look it up in Wikipedia. The delay between Andrews AFB and whatever link is rebroadcasting the EAM acts just like reverb.
