Yeah GNOME / Compiz has horrible resizing too. And scrolling. It's weird.

Yea, I've been following KDE 4 SVN very closely and I have noticed this from the beginning, In the current latest revision (4.1.68) I don't notice this problem, however kwin tends to redraw either too much, or too less, which causes it to blink. Although I am having some driver problems atm, could be that.
KDE 4 (as a whole) has a lot of potential though, I am looking forward to 4.5 :).

you're right, that's a kde4 application in kde3 environment. Still, it shows resize issues you can tipically see in KDE4
