can u use baking powder instead of yeast? and insead of icing sugar can u use regular sugar?is there a way to make icing sugar?

No, you need to use yeast in these buns...You can just leave the icing sugar glaze off... (I don't think you can make it with regular sugar).

I'm sorry if I don't know about cooking much but I'm going to make homemade ones for my Family. What do you mean by put them in a cold oven and let them rise? Does the yeast make them rise on their own?

Yes, the yeast makes them rise...you have to shape the rolls and then let them sit in a warm, draft-free place for about an hour (for example, I put them in a cold oven with the light on). After the hour, THEN you bake them in the pre-heated oven...hope that helps.
