In Canada we have an independent organization that looks after elections. We don't use voting machines (just paper ballots) and our results come in quicker than those in the US. It's sad to know that such practices go on in a so called democracy.

Look, the fine for mishandling the voting slips is like a parking tickets, and it was probably a mistake .. "put it into the box near the door".
The real issue is if the total number of mishandled ballots could be large enough to disturb the ballet ,or if it represented a conspiracy.
What you see here is that they are found 132 voting slips, but not saying how many they were looking for.. (well, some voters take them home... so its not possible to find them all )

Michael Connell, the man responsible for rigging the electronic voting in Ohio in 2004 and 2006 has just died in a not-so-mysterious airplane accident, probably ordered by Karl Rove, because he wouldn't take the fall for the Republican election rigging in that state. Watch: Kxtm5RF_6Ow
