Circa Jan 3, 1980. Carter breaks off talks after Soviet invasion of Afghanistan. Addressing the then week old invasion, Indiana Sen Richard Lugar speaks of the dangers of being "shut out" of the access to oil, metals, and minerals that are "absolutely required" for full employment and raising the stanadards of living in the U.S. Lugar says that "without war, we could lose oil ..." but it appears that he meant EVEN WITHOUT WAR from his following statements. George McGovern also is quoted on the situation as is Howard Baker (the newscast develops technical difficults into his remarks)
Sen Luagr could be my Secretary of State or Director of National Security
