Probably many prisoners just want to stay in prison and never wanted to be free and leave their inmate friends.

Or they just know they'll get screwed when trying to survive outdoors.

Yeah, it's probably a minimum- medium security prison seeing they have a common room with such low security. They're probably mostly there for drug related crimes, which is partly the governments fault. So much money wasted on a useless drug war. Making something illegal doesn't get rid of it, it just puts criminals in charge of the distribution.
